Cambodia to encourage use of .KH domain name registrations?

The Cambodian Ministry of Posts and Telecommunications is looking to encourage and manage the national (.kh) domain name registrations in the Kingdom through a newly formed Cambodian Network Information Centre (KHNIC).

The Secretary Of State for the Ministry of Posts and Telecommunications, Chea Manit, led a meeting looking at the “technical aspects related to the operations and management of such an information centre” reports the Phnom Penh Post. A possible route is that the registration procedure in Cambodia should follow the Asia-Pacific Network Information Centre (APNIC) as a model.

Manit added that for this to happen, a Cambodian Network Information Centre (KHNIC) would need to be associated with the Internet Corporation for Assigned Names and Numbers (ICANN) and the Internet Assigned Number Authority (IANA).

Currently, in Cambodia, the Telecommunication Regulator of Cambodia (TRC) handles the .kh domain name registration while Telecom Cambodia is responsible for the technical operations.

The working group set up to look at the creation of the KHNIC and how it would involve the registration procedure and IP address management in Cambodia would review what neighbouring Southeast Asian countries are doing (Thailand and Vietnam), and “establish a centre parallel with other ASEAN member states.”

Telecommunication Regulator of Cambodia, Im Vutha, said “People here are mostly using a foreign domain name. Around 3,000 local domains (.kh) are being used.” Although, he added that no timeframe was in place for the creation of the Cambodian Network Information Centre (KHNIC).

What is APNIC?

APNIC (Asia Pacific Network Information Centre, pronounced A-P-NIC) is an open, member-based, not-for-profit organization, whose primary role is to distribute and manage Internet number resources (IP addresses and AS numbers) in the Asia Pacific region’s 56 economies.

APNIC is not involved in administering the Domain Name System (DNS) and is not responsible for registering domain names according to their website.

How to apply for a .KH domain registration?

According to the Telecommunication Regulator of Cambodia (TRC), the appropriate forms can be found on their website and applicants can follow these steps to register a KH domain:

Domain .gov.kh

  • Application submitted by the concerned organization
  • Copy of Khmer National Identity Card or Government official Identity Card of the eligible person, responsible for the administration of domain name

Domain .com.kh, .net.kh

  • Copy of Certified Letter of Incorporation from the Ministry of Commerce
  • Copy of Certificate of Incorporation
  • Trademark
  • Copy of Khmer Identity Card or Family Book or Passport for foreigners
  • Copy of Patent

Domain .org.kh

  • Copy of approval letter granted by the Ministry of Foreign Affair and International Cooperation for a non-governmental organization
  • Copy of approval letter granted by the Ministry of Interior for the organisation or local association
  • Copy of Identify Card or Khmer Identity Card or Passport for Foreigners

Domain .edu.kh

  • A copy of Sub-Decree on the establishment of educational institution issued by the Royal Government or the Prakas on the establishment of school-issued by the Ministry of Education, Youth and Sport
  • Copy of Identify Card or Khmer Identity Card of the eligible person to own the domain

Domain .mil.kh

  • Official applications submitted by the concerned organisation
  • Copy of Identify Card or Khmer Identity Card of the eligible person to own the domain

Domain .per.kh

  • A copy of Khmer Identity Card or Family Book or Passport
