Foreigners must register on the FPCS (Foreigners Present in Cambodia System) app with failure to do so resulting in visas not being extended after July 2020.
FPCS-GDI App 
The Interior Ministry’s General Department of Immigration said it will not issue visa extension for foreigners who failed to be registered on the Foreigners Present in Cambodia System by July 1st 2020.
FPCS applies to foreign nationals, tourists and residents but is intended for guesthouse and hotel but the same will apply to landlords and their foreign tenants said VOA Cambodia. They added that “the onus was on accommodation owners to register their foreign guests and tenants.”
“The GDI (General Department of Immigration) will not renew visas for foreigners to stay in Cambodia who are not listed on the FPCS. It will be implemented on July 1, 2020,” a statement said.
The “FPCS ( Foreigners Present in Cambodia System ) app is to manage foreigner’s information regarding their stay in Cambodia. It will record foreigner information when they arrive in Cambodia at any entry point. It will also record their data when they leave Cambodia. The main purpose of FPCS is to protect foreigner safety and security in case of an emergency when they are travelling throughout Cambodia.”
As we reported in March 2020, the application was created in 2019 and launched in January 2020. According to its homepage, the application will record information about foreigners upon their arrival in Cambodia, as well as their departure from the Kingdom.
In March 2020, there was a warning that non-registration could result in legal action and extensions of visa stays may be denied for foreigners. Today the Interior Ministry’s General Department of Immigration has said foreigners need to register by July 2020.
How does the FPCS (GDI) app work?
There is a video tutorial available here of how the app works from the General Department of Immigration (although the video has Khmer narration, the images are with English text). The in-app tutorial is in English and easy to follow.
There are 6 steps according to the app. The FPSC Cambodia App is free to download (Android and iOS):
- Create an account (Phone number, Password)
- Upload passport copy
- Verify information
- Enter valid phone number and password
- Verify
- Can add information for accommodation. Done.
Uk Heisela, deputy director-general at the General Department of Immigration said the system made it easier to store data and for authorities to have a clear count of foreigners living in Cambodia. He confirmed only authorities would have access to this data, such as high-ranking officials all the way down to the commune police chief.
What should I do if I have errors with the FPCS app?
The GDI has said that there is a support system in the app itself if the user needs assistance, you can either send a voice message, video, or a screenshot of the issue you need support with.
The Khmer Times added that Phnom Penh Municipal and all provincial police chiefs should inform landlords to report foreigners staying in their houses so that they are listed in the FPCS.
Foreigners are also allowed to create an account in case they own the property they live in, in Cambodia.
The Khmer Times said the Ministry of Interior reported 81,864 out of 182,673 foreign nationals surveyed in the Kingdom held invalid documents, noting the majority of them came from Vietnam.
