Mr. Erland Herfindahl

Erland Herfindahl is the Deputy Assistant U.S. Trade Representative for the Generalized System of Preferences (GSP) in the Office of the U.S. Trade Representative (USTR).  The GSP is a 40-year-old program designed to promote economic growth in the developing world by providing preferential duty-free access to the U.S. market for a wide range of products from developing countries.

From 2011-2016, Mr. Herfindahl was Director for African Affairs in USTR’s Office of African Affairs, where he was responsible for advancing bilateral, regional and multilateral U.S. initiatives to enhance U.S. trade and economic cooperation with the countries in East and Central Africa.  His portfolio included the development and implementation of several trade-related presidential initiatives, including Trade Africa; implementation of the African Growth and Opportunity Act (AGOA); and leading the negotiations and implementation of trade agreements with African countries, including the United State−East African Community Cooperation Agreement on Trade Facilitation, Sanitary and Phytosanitary Measures, and Technical Barriers to Trade.
