The under-construction Techo International Airport (TIA) in Phnom Penh is set to be managed by Cambodia Airports, which is the local subsidiary of VINCI Airports, following the signing of a MoU with the State Secretariat of Civil Aviation. VINCI Airports Set To Operate Techo International Airport After Signing MoU The Techo Takhmao International Airport is expected to be operational in 2025 according to the latest reports, and once fully completed, will be capable of accommodating 13 million passengers per year in the first phase, as many as 30 million passengers in the second phase after 2030, and up to 50 million passengers in 2050 in the final phase.

In February 2024, Sin Chanserivutha, Undersecretary of State and Spokesperson for Civil Aviation, confirmed construction was more than 60 per cent complete. The ambitiously planned new Phnom Penh airport is designed by UK architect Foster + Partners and the total cost of the international airport is believed to be in the region of USD $1.5 billion - the Cambodian airport could be the ninth largest airport in the world when it is completed.

Cyril Girot, CEO, of Cambodia Airports, and elected as the new president of the CCIFC (Chambre de Commerce et d'Industrie France Cambodge) in 2024, spoke at the Aviation Festival Asia on April 16th 2024 and said: “We assessed that regarding the direct, indirect, and induced impact of our airport activity in Cambodia, we reached roughly $3 billion injected into the Cambodian economies per year, and we had roughly 1.7 million jobs generated by the activity of our international airports in Cambodia, which is pretty big."

Girot also spoke of their pioneering approach to sustainability, and how they are embracing technology at the airports. The CEO also mentioned the return of long-haul flights to the Gulf and expected more airlines and routes to be announced in the coming months. Some of the highlighted aspects of their operations in Cambodia are:

  • Work with 1100 collaborators
  • Handled 4 million passengers in 2023
  • 24 airlines operate routes to the Phnom Penh and Sihanoukville airports
  • The busiest route is between Phnom Penh and Bangkok

Interestingly, he mentioned that cargo transport now matches pre-pandemic levels at Cambodian airports. Techo International Airport Design - Phnom Penh

Sihanoukville International Airport - Cambodia Airports

VINCI, the French airport operator, has been running the current Phnom Penh International Airport since being awarded the concession in 1995, and the Sihanoukville airport - the operator has also extended its concession term for the airport in Sihanoukville. The coastal airport has seen ongoing upgrades, with its runway extended from 2,500 to 3,300 meters to increase the capacity of the airport for accommodating wide-body, long-haul aircraft which means opening up the airport to potential new routes.

In February 2024, the airport operator said it is still working on plans to upgrade the facilities, proposing to finish the terminal expansion work at Sihanoukville International Airport in 2026 following a meeting between Regional Director of VINCI Airport, Emmanuel Menanteau and H.E Sun Chathol, Deputy Prime Minister and First Vice President of the Council For The Development of Cambodia (CDC).

In its latest corporate updates, VINCI Airports said that more than 62 million passengers travelled through its airports globally in Q1 2024 – that reflects a 12 per cent increase compared to 12 months ago (and even 0.6 per cent higher than in Q1 2019). VINCI's airport network includes 70+ airports in 13 countries and the company said that "traffic continued to hit record highs in certain locations, driven by strong demand and the opening of new markets."
